A municipal emergency housing council discusses the problem of housing returning veterans and methods of constructing new dwellings in spite of building material shortages, labor deficiencies, restrictive building codes, etc. Cites statistics on housing units needed. Prefabricated houses are manufactured and assembled. Congress passes the Veterans Emergency Housing Act.
